I think asking the GP for a referral to the physio through the local hospital is the best option - the physio will be able to design a set of exercises specifically designed for your dad that he can do at home. As he has a knee problem the physio can teach him how to exercise safely eg holding onto the back of an armchair while walking on the spot to reduce the risk of falls. I'm pretty sure the physio assessment is a free service for pensioners and veteran affairs clients.

Most gyms require members to undergo a fitness test and have a medical before using equipment or attending classes. Talking to a physio before hand can be beneficial and make sure your dad lets the fitness instructor know of any medical problems he has before starting.
